Greetings from Jennifer Ross -  Realtor

Summer PopsThe San Diego Symphony Summer Pops season has begun!  Last weekend friends and I were entertained by Motown's Greatest Hits while we picniced on the lawn of the Embarcadero Marina.  Tickets are reasonably priced at $17.00 for lawn seating. At the end of each concert there's a beautiful fireworks display over the harbor.  Neal Diamond Tribute and Wynonna Judd are two more concerts I'm looking forward to attending.  It gets chilly on the water so dress warm and bring blankets!

News and Views

It was back in 1906 that a guy named Willis Carrier came up with the idea for an "apparatus for treating air." Today we call them air conditioners. Carrier grew his company through good times and bad and deserves credit for changing the way people live and work. In 1960 only 12 percent of homes in the United States were equipped with AC. Today, 90 percent of new homes are constructed with central air conditioning. Can you imagine what places like Las Vegas and Phoenix would be like without cooling systems? Carrier died in 1950 but his company continued to lead the way in its industry and was sold to United Technologies in 1980. It still employs about 45,000 people with revenues of $15 billion a year. Thank you, Mr. Carrier.

People in California who receive unemployment will now receive their benefits in the form of a debit card. The Visa card program being administered by Bank of America will issue about 10,000 cards a day as the program transitions from sending checks to recipients to issuing debit cards that will be reloaded each month as payment are credited. The debit cards can be used to make purchases or people can simply withdraw the payments in cash to use as they wish. The state expects to save $4 million a year in postage. The average weekly benefit for unemployed in California is $300.

We've all experienced it: the person in front of you at Starbucks buys a regular cup of coffee for $1.50 and pays with a credit card. Well, a report from the Treasury Department verifies the number of people who opt for plastic over cash is significantly on the rise. As a result, fewer bills came off the government's presses last year. Production of $5 bills fell to the lowest level in 30 years and, for the first time ever, the Treasury did not print a single $10 bill. Interestingly, the government printed more $100 bills last year than it did $1 bills. Seems there is a lot of Franklins being hoarded by people all around the world. It is reported when U.S. forces searched the castles of Saddam Hussein in 2003 they found $650 million in $100 bills.

How To Appeal Your Property-Tax Assessment

If you own a home or other property in San Diego County - and don't agree with your property-tax assessment for this year, you can appeal it.

Applications and information on the appeal process can be found at the county's website and at the county administration office, 1600 Pacific Highway, Room 402, in downtown San Diego.

Appeals must be submitted no later than 5 p.m. Nov. 30, or be postmarked by midnight Nov. 30.

Property owners should know their parcel or tax bill number and property address when filling out an application. They also must say on the form their opinion of the property's market value.

Property includes residential, commercial and industrial space. It also includes planes and boats.

A county video detailing the appeals process says if the county and the taxpayer "agree to disagree" on the market value of the property, then the case goes to an assessment appeals hearing, an independent board made up of licensed brokers, real estate appraisers, CPAs and other experts.

After reviewing the appeal and related forms, the board make a determination.

Things you should know or have for an appeal:
--At least three examples of comparable sales in your geographic area.
--Five copies of all documents you plan to present to the appeals board.

Applications can be mailed to: Clerk of the Board of Supervisors, Assessment Appeals, 1600 Pacific Highway, Room 402, San Diego, CA 92101-2471.

Here's a how-to video from county officials on the process.

It is impossible for you to be angry and laugh at the same time. Anger and laughter are mutually exclusive and you have the power to choose either.
